I don't recommend using a towel as a bedding, it won't keep the heat as well as the shavings and it can cause splayed legs for the chicks.

I'm thinking cobalt (meaning one dark factor) with a violet factor or two. Keep in mind that I don't know budgie mutations very well, but she looks very similar to other pictures I've seen of cobalt budgies with violet factors.
